
The Townof Lisbon
serves the communities of Lisbon, Lisbon Center, and Lisbon Falls.The Lisbon
Police Department consists of sixteen full time officers and five reserve
officers. The Department patrols an area of 24sq. miles, providing services
to 10,000 residents of the Town. In 1995, the Lisbon Police Department
became a "Community Policing Department" sending three of its nine patrolling
officers to Community Policing Training. Since then, the Department has
sent six more patrolman to "Enhanced Neighborhood Policing Training". Officer
Darin Estes is currently a certified instructor teaching the ENP methods
to other departments.
The Town of Lisbon has been undergoing constant change and we recently moved into a new facility on Rt. 196 in Lisbon Center. The ENP neighborhoods which were launched a few years back have suffered from lack of participation from residents as well as reassignment of some officers. Officer Stewart spent considerable time training with his new partner Jag. Officer Estes recently was assigned as the School Resource Officer and has been busy developing a plan to help our kids in the Sugg School and under. He has maintained his neighborhood meetings but is looking to recruit some more residents to get involved. Currently the ENP program is being revamped in an effort to recruit more residents. Officers currently being trained in ENP look forward to bringing the community together. The implementation of "pocket neighborhoods" has been replaced with a large-scale effort covering a larger geographical area. We expect this effort will increase the demographics of our two groups. The Town of Lisbon now consists of twogroups; the Lisbon Community Action Group (LCAG) and the Lisbon Falls Community Action Group (LFCAG).
The Town has been split in two. The LFCAG encompasses all areas east of Route 9 and Frosthill Ave. The LFCAGs police members include Officer Richard St. Amant, Officer Darin Estes and Officer Jason St. Pierre. The LCAG consists of all areas west of Route 9 and Frosthill Ave. The LCAGs police members include Sgt. Harry Moore, Officer Richard Pinard, Officer Scott Stewart, Officer Bill Tapley and Officer Jeff Picard.

Recently the Lisbon Police Department acquired funding for another patrol bicycle, bringing the total to three.

These officers spent a lot of time patrolling the roads of Lisbon Falls and Lisbon throughout the summer. You may have seen them at football games, Moxie Day, and other special events in town.

So as you can see, we are busy preparing to bring community policing and Enhanced Neighborhood Policing back to Lisbon. Our new re-districting should prove to be a boon to our efforts.
